Using Luck and Idiot Savant, you can get by with very little Intelligence, which lets you boost AGI/PER even further. If you use a smaller sidearm for close encounters as I recommend, you can pop a few off on a close opponent then have a crit ready for a ranged opponent.

Whether you need that or not is dependent on the above bit about manual vs VATS sniper play. A mere 5 points would take a 75% hit rate and turn it into a 90% chance to hit, and that's average Perception.
